Hello,

Advised by PAUSE to announce it, here is a new module that is the wide char 
version of Win32::Shortcut.

It is compatible with Win32::Shortcut with an exception for the COM layer 
setup which is explicitely exposed (CoInitialise/CoUnitialise).
