It's not "speed of light" but speed of server(s), Internet connections
and relays and your browser.  

The speed of light in single mode fiber is roughly 9/10 the speed of
light in a vacuum - the round trip from Prague to Los Angeles and back
is about 70ms - just a little more than the average human visual
perceptual threshold.  (I chose Prague because it is more or less
centrally located in the EU.)

Assuming fiber actually could be strung straight from Kenny's server
to your computer, and assuming gigabit or better connections at both
ends, it's likely that the entire website could have been transferred
in the blink of an eye.
