Must wrong length :INITIAL-CONTENTS to MAKE-ARRAY signal an error?

According to my reading of the Hyperspec whether or not it should is
left to the specific implementation. Is this correct?
In CMUCL
(make-array 3 :initial-contents '(1 2))
does signal an error (a SIMPLE-ERROR to be more precise).
