changing the path to libraries required by javax.comm

Hello

javax.comm requires that :
-javax.comm.properties be installed into C:\Program Files\java\jrexxx
\lib
-win32com.dll be put into C:\Program Files\java\jrexxx\bin

this is particularly restricting if jre installation path can only
be accessed as administrator

if there a way to put those files elsewhere into a directory
accessible to the user and to reference them
by the application using the serial port
