I have created a netCDF file using a CDO and have found that I can not read it in with IDL. I get the error NC_ERROR=-51 (not a netCDF file) when using the NCDF_OPEN command, although it definitely is a netCDF file! Just to check whether the problem is with the file itself, I opened it in NCL and this was successful.

Does anyone have any ideas on why IDL can not read this file?

First: Which NetCDF Version? Which IDL Version?
