This issue was specifically discussed at the Tokyo meeting
of J3 and WG5.  I can't recall exactly why, but it failed
for some reason.  Perhaps it was "too close" to cmplx(),
or perhaps there was some other reason.

ISTR being somewhat in favor, but there were bigger fish
to fry at that meeting.

Perhaps WG5's minutes of the meeting have a clue.  I'm
too busy today to check.
