The syntax of OPEN statement is incorrect. (9.5.6.2)
The options are not alternatives, but one or more options
may be included in an OPEN statements.
Where more than one option is given, a comma is required
to separate them.

Similarly for CLOSE (9.5.7.2)
and for READ (9.6.1-2)
etc
