Skip not skipping - where to look

Got a loop with a skip in it
Occasionally it doesn't, same record number before and after the skip.
Any ideas why?
VO 2.8 SP4 RDD is AXDBFCDX, skip works in DBU and reading the data
I reindex, still fails.
really driving me nuts, tempted to reinstall the server.
Correct code page as well

Every swear word there is repeated until I am bored.
Serious bug in ADS, ran out of locks, but when it skipped it could not,
but there was no error. I did not know until I built a debug executable.
Will be calling them later to vent off steam!
