I have seen this happen on win2000 terminal server , the user clicks
on the program icon and nothing happens so he / she tries agian and
again and end up with endless amount of "ghost" apps running or until
the server performance starts to degrade.
No idea whats triggers this but i have not encountered this in my own
work environment ???
