what is the best basic compiler?

I know qbasic but it cannot use the mouse or MIDI sounds. I want to write basic programs for Windows XP and use the mouse and MIDI. Also it would be nice to be able to compile. Any suggestions? My budget is small, so cost under $50. Thanks, john

First, sorry for the cross post, I just am not sure the best place to post this.... I am looking for info on how to use TAPI (more specifically "Phone Dialer 1.50" that comes with Windows XP) from Outlook and Excel.
