Have you are experienced or heard of this...

I can Like a video and it counts. But I cannot Dislike the same
video. If the count is 0-0 and I Like it, the count goes to 1-0.
But no matter how I click Dislike refresh the video, the count
never goes to 0-1.

This is a recent problem. Never had it before.

Why would you want to dislike a video after you have indicated that you
like the video?
Maybe it's built into the system to stop people from changing their mind or
to prevent someone from hitting the like or dislike button more than once.
I prefer it this way as if I get a lot of likes for my video then I would
be disappointed if people changed their mind and I found later I had less
'likes'.
