Installing iceweasel/firefox plugins as root

Is it possible for the system administrator to install plugins for all users
without running the browser for each user?

For example, is there a global plugin directory that the plugins could be
copied to and these would then be picked up by the users browser as it
is run?

Note that addons are disabled on the user accounts, so users cannot add
plugins manually. However, I would like the facility for the users to
to use plugins provided by the system administrator without the facility
to add plugins by themselves.

The system is open source Linux based (currently Debian).
