The best windows drawing/painting program for web?

Hi,
I am looking for an easy-to-use painting/drawing tool for web authoring.
Something that can generate gif/jpeg format. I find most editors(like
MS-Word built-in drawing tools) set the paper color to white, result in
white spaces when displayed in color background. Any suggestion is
appreciated.
