I recently saw a similar problem, where the server was refusing to run a
script because the DIRECTORY it was in was world-writeable (how the
directory became world writable is another question....).

 Hello all,
So, I'm migrating a site from my test-server (Powerbook running
Apache/Darwin BSD) to my web host and all my CGI scripts are giving me
that error. The header error is also the only error that's showing up
in the error_log.
I've checked all the usual suspects:
file permissions (775)
syntax (perl -Tc is clean)

 That's invalid HTML. Forms go inside the body element. That's *a* problem,
and you'll certainly want to fix that, but it's obviously not *the* problem
since your CGI appears to be getting called.
Writing CGIs in C is what drove me to Perl. :-)
I don't see any immediate problem with it, although there's no reason you

 What language is your CGI script written in? Presumably this is on a
UNIX box? What makes you think that when system() returns -1 it's a
"permission denied" error on the program itself?
Incidentally, do you know for sure what directory the CGI process is
actually executing in? (Not executing *from*, but executing *in*.)

 Hi,
i have a cgi file and in that i am calling the system('ls')
system('ls');
its returning a return code of -1 ,permission denied.
so i added apache user having permissions to execute the ls command in
/etc/sudoers file.
and relaced the system function with
system("sudo","ls");
still i am getting the above same error.
