How to set custom commands for scroll wheel in ArcMap?

been trying to solve this problem for a few hours in our office, the
preset function of the scroll wheel in ArcMap is to scroll up/down.
However when we install ArcMap on this new work station today, the
scroll wheel becomes zoom in/out. Does anyone have any idea on how to
change it back to "normal"?
