Lat-Lon co-ordinates for each country in a worldmap

Hi, guys,
i am new to ArcGIS, I have a txt file with concentration data at each
Lat-Lon on 1 deg resolution for world map.
I have ArcGIS 9.2 and ENVI. can i use any one of this programs to
create a Geo Lat/Lon world map at 1 deg X 1 deg resolution and then
some how compare these to 2 file to calculate the total concentration
of each region like asia or countries like china, usa etc..
or if i could assign all the Lat/Lon according to countries or
regions.
could someone give me suggestions on how to proceed.
