Use iCal file to create new Notes meeting request?

Is it possible to create an iCalendar (.ics) file that when double-
clicked or otherwise opened, will create a new meeting request in
Notes? I can only manage to use the import function (not open .ics
files directly) and it is imported as a new calendar entry, as opposed
to opening a new meeting. l want to help the user send out a new
request, complete with attendees (which can be specified in the
iCalendar format).

But I don't quite get it : where does this hypothetical .ics file is
supposed to come from ? What software is your hypothetical user
using ? The easiest way to set up a meeting in Notes is ... to use
Notes ;-) so I guess your question implies some sort of yet-to-be
designed third party app or something ?

+ does the .ics file really have to exist ? (like it has to be used by
yet another third party app)

Maybe you could also check Domino Java APIs ...
