Line Art Portraits

I'm looking for a conversion technique to take a portrait and create
line art drawing of it.

By line art drawing i mean like you find on the portraits on US
currency.

Currently i'm using a printout, and a window to trace it out and am
filling the lines in by hand... but my analog line drawing ability
sucks. :( Tendonitis )

Then I scan this in and convert to B/W

The results are "ok" but i'd like something a bit more precise.

I have Framemaker, Microsoft and Adobe BE photoeditors.

I played around with graphic pen, charcoal, etc with differing levels
of posterization.... nothing looks quite right...

I'm going to try an overlay of horizontal and diagonal graphic pen
conversions and see how that turns out.... but i doubt it'll do what i
want it to.

I get the feeling that my best bet is to find a program which will let
me do a transparent overlay and hand draw all the vector
curves.... blech...

Thoughts appreciated.
