simulate wax pencil marking up transparency on laptop/projector doc/image/web page/...

A buddy of mine is becoming a teacher and he asked me if there was
software that would allow him to draw over the image of a word
document, graphic, web page, or anything else he had loaded into his
laptop, so that it looked like he was marking up a transparency. For
example, if he wanted to circle a word with a thick black line he
could do that, or draw an arrow to a specific part of an image, etc.
Is there a graphics program that will do this? I'm not sure how it
would work, maybe it does a quick screengrab and would have some basic
line, circle, shaded rectangle etc capabilities. Any suggestions would
be appreciated.
