I would like to take a scanned image and then convert it into either a
watercolor, oil, pen and ink ... and so on ...
What would be the best application for me to do this in? Would
Photoshop be the tool -- or is Fractal Design Painter the way to go? I
know Fractal allows you to paint in natural media ... but I have not
heard of anyone "touching up" images like this with this product.
Does PhotoShop have the ability to do this?

PhotoShop 4 has added some new filters that apply art effects to an existing
image. This sounds like what you are looking for. The PhotoShop 3 WOW
book has a demo showing how to turn a scanned image into something that looks
like an oil painting by using a canvas texture. I don't know if Painter can do
this.

There are filters (I believe they come with Photoshop, now) which do this
automatically.

Yes, if you buy version 4.0. It has the Adobe Gallery Effects vols 1-3
plug ins. But they will limit you to a certain look. Fractal Design
Painter 4.0 will give you a lot more flexibility in creating a natural
media image. But if you want a one click solution, the Gallery Effects
plug ins are good. Hey, why not plug Gallery Effects into Painter? It
is do-able.

Get Painter.
Photoshop has a few plug-ins that sorta kinda do an okay job at creating
a painterly effect.
Painter, however, allows you to bring in an image and then use a brush
to add individual brushstrokes so that the end result looks natural.
There's an wide variety of brushes available in Painter - watercolour,
oils, crayons, pencils, pens.
Also, Painter can use the same third party plug-ins that photoshop uses
- so you can have the best of both worlds if creating painterly effects
is what you're after.

If you've already got Photoshop, some additional plug-ins would be the
way to go.
Adobe's Gallery Effect sampler on your v3.0.5 CD will do this.
(Andromeda's Series 3 screens for greyscale pics are also there.)
Check all of Fractal's progs (Painter/Dabbler/Sketcher/Impressionist
etc. for those and other effects. Since I haven't used Fractal's progs,
I haven't followed the possible plugins for those.
When you get the actual programs/plugins you're looking for, post the
search results here for us to see, please. That's the thing these
groups do best: inform us of the possibilities and existence of all the
goodies!
