Sean suggests Liquify for the hair; I think it's the Smudge tool at a
high setting. The globe's a circular selection with an inner glow
effect. The light from the scorpion is Lens Flare. The real artistry is
the photography: the glow coming from her hands, the pose as if
floating (a comp of several pictures?), the blowing gown. Nicely done.

Could be; the hair an ear obviously are painted. I think the face and figure
look like a photo, that could be a compliment to the painter if I'm wrong.

How come I was able to see where the URL in the earlier post pointed, but
others couldn't?

a very goog glasses, pencils, ink, talent...
or wiht painter 7...

It's basically a velvet painting. Painting on black, if you know how to
do it, and it isn't that hard, creates very strong contrasts, brilliant
colors, luminosity effects. It looks like most of this was done with an
airbrush or some electronic equivalent thereof.
