Hand-Painting Effect in Photoshop?

Hi,

I saw the demo of the Art Dabbler from MetaCreation web site
and it has a very cool feature to produce hand-painting effect
from a photo. I wonder if this can be done in Photoshop.

Not as well. Painter is the master of this sort of thing and they have a
new entry-level program called painter classic for about $100 that will
do the same thing I believe.

Yes it can. Using one of the many 'Artistc' filters that come
with Photoshop 4, you can create a very similar, if not identical,
effect.
