Where are you having trouble? That tutorial was written for PSP7 and
AFAIK none of the process has changed for 9.

version 9 either are any of those settings. Also the first layer you start
with is the background layer when you promote to layer in step 5 is this a
raster layer or what. In step 6 after setting up brush strokes it wants you
to press reset, then pick Small Thin Oil, where is that? In step 7 where do
you find Change blend mode and Hard Light? Step 9 where do you find styles
Foreground box. I know those are a lot of questions, but I am a newbie to
this. Thanks.

Adjust-> Add/Remove Noise-> Salt and Pepper.

You're duplicating a raster layer so the duplicate is, of course, also a
raster layer.

If you've got 9.0, you don't have it. Jasc didn't ship the old presets
with the original version of 9. You can download those resources here:

Or if you want, the settings are from top left to the bottom left in the
filter dialog:

It's where the tutorial says it is, in the layer palette. It's the only
place on the layer palette where the word "Normal" appears.

It's the color swatches. Set the top one as the tutorial describes by
clicking on it.
