Does anyone know how to transform pictures so that they look like an
impressionist painting.

Graham, you should try Fantastic pain engine, its a free download and it can
give you tons of paint effects. It comes with some presets but you can also
make your own, I have had wonderful luck with it. here is the link to
download: http://www.fantasticmachines.com/thankyou.htm They do ask you to
register, but it is free. I hope this helps!

While we're on the subject of pain, if you can get next to someone who has
MS Image Composer 1.5, they have a decent Impressionist filter that works
with PSP.

Not exactly impressionist, but you can get a sort of pointilist effect
by using sharpen more a bunch of times.
