Help, newbie here. I need to take a photo that I have scanned from a 35mm
camera and manipulate it in PSP6 and get it to look like a painting, or a
watercolor or pencil sketch. It will be printed out to a 12x14 size and
framed. I need it done in time for Christmas as it's a gift. I am looking
for some fairly simple tutorials as I am a newbie to help me accomplish my
goal. All suggestions welcome. Thanks

You might be able to use one of the techniques at:

I can help with the pencil sketch part. Was just playing with that.
In PSP 6, after you get the image open, go to image, effects and the first
effect is black pencil. Get that up and you can use it to vary the detail and
the brightness.
It also has a colored pencil and a charcoal, but I got the best effects with
the black pencil.
For watercolor effects, try something similar combining adjustments layers with
effects and distortions.
Just select and paste the original photo to a bunch of layers first so you have
something to work the effects on.
I was just playing with all of that. Got some nice gilt effects on a photo by
selecting and copying the original photo, pasting as a layer, converting that
layer to a mid-level pencil sketch and then converting the pencil to chrome,
changing the color to an old gold.
Back on top of the original photo, changed the opacity until I got just gilt
highlights on major points.
It's up at photopoint

I think I ended up with about 20 different layers before I finally merged them.
Still need to tone down the orange-red on her nose a bit.
