Try the Paint Engine plugin, it's free and excellent for painterly
effects. Make sure you read the 'readme' that's included with the
download, so you'll know how to get the presets to show up.

This one gives a nice effect; except, I used Unsharp Mask instead of just
Sharpen. I did it with a closeup of a flower, but now I think I'll try a
'people picture.' : )

This tutorial, to me, looks more like a pen and ink with color wash.
Makes for a rather long title though :-) If you like the tutorials that
this gal does, probably you ought to either print them off or save to
your hard drive, it seems like I'm constantly chasing her content
around. Sometimes it'll disappear for a few months and then be back on
another server. The last two times, she's emailed me with new locations,
hopefully she'll keep doing that if she moves again.
