If you mean adding a separate texture to each brush stroke as if the
brush was 'loaded', then I don't think so.
There is a plugin that will simulate various painting media, oil,
pastel, chalk, watercolor, etc.

A program called Instant Photo Artist, distributed by Streetwise Software
and available at Best Buy for abaout $30, enables you to modify existing
work, particularly photos, into something that looks painted. It provides
several painting "styles" that are preconfigured. You can modify them or
create your own. I've had it for about 2 weeks and it's got great
potential. However, there are some short comings. You have little control
over brush size and extent of modification. The effects being applied are
fixed, not modifiable in any substantive manner. It is limited to a 5 step
undo. It saves its projects in an ipa format which isn't recognized by any
other program I'm aware of. You can export projects to typical file
formats, but then loose the ability to continue to work with them within the
program (they are treated as new images).
It's not a filter add on. It is a separate program. But it's fun, no
doubt. I don' know if it would suit a professional, but for an amateur,
it's lots of fun.
