Oil Paint effect

Thanks for the link to the filter. I downloaded it, and
while it's pretty nice, it still doesn't hold a candle
to the built-in effects on Photo Magic 4.0. Otherwise
Photo Magic 4 is pretty much of a bow-wow (for example,
it's about 2 generations behind in JPEG support), but the
"artistic" effects (which include Charcoal, Oil Painting,
Pop Art, Pastel, and Watercolor) are the reason I haven't
uninstalled it yet. That and there are occasional images
that Photo Magic 4 is marginally better at enlarging.
If both JASC and Micrografx licensed the "Smart Sizing"
algorithm instead of just using the same name, I think
the older version of that algorithm might be better.
Of course, I could just have weird taste.
