Free "Point-and-Click" Engine? Newbie Help!

I'm brand new to this, so please accept my apologies if I make any
mistakes in terminology here.

I want to make a *very* simple PC game, playable on WindowsXP. I want
it to play in a window (not full screen). It would have simple
graphics (on par with Mario Bros on Nintendo, maybe), and the game I
want to make is sort of like SIMS, but *way* less options and *way*
less complicated. It would only have a single screen (no scrolling or
rooms).

Is there a free software out there (I've heard "game engine" before,
but I don't know what that means) that's really easy, with
"point-and-click" options, so I don't have to learn some programming
language?
