What is wrong with the current set of groups? Like Jonathan wrote,
if the amount of traffic in certain comp.sys.* and related groups
is low today, why would it increase by creating a new hierarchy?
Furthermore, was your suggestion to group all brands and interest
groups into one big herd, or would there be sub-groups emerging
from the new top-group?

To vote through a new Big8 group is a lot of work. I don't know if
all news servers by default include new such groups even, but if
they do you still need to convince people to write to the group.

The biggest competitors to Usenet news are web based forums and to
a smaller point mailing lists about certain topics. I doubt you're
able to bring back people who quit reading and posting on Usenet
because new groups are created. I doubt new users more easily will
find these groups than how they found the existing ones. I doubt
new users will find Usenet at all, despite how Google et.al. try
to promote the discussion media to a certain extent.
