I using a Mac mini with 10.5.7 and an Apple white Pro keyboard, I turned
key repeat to slow and delay until repeat to off in the System
Preferences but the behaviour still persists.
Is any one else getting this, it never happened in Sweet16 1.7.3

I'm running Sweet 16 V2.1 on a G4 Mac Mini with OS X 10.4.11 and I'm
not experiencing any of the problems you mentioned.

Which GS rom are you using 01 or 03?
The funny thing is it only starts happening when the program has been
running for about 5 minutes, its fine from the initial startup.
It an Intel Mac mini (C2D 2.0Ghz Intel graphics)
I have an old iMac G3 with 10.4.11, but I have never tried 2.x on it (in
fact it doesn't get much use now), but 1.7.x ran fine on it, as did
Bernie.
I'm getting normal keyboard operation for both CDA and Finder, running
on Mac OS X 10.5.7 (x86) at several emulated speeds. I wonder if
resetting parameter RAM would be helpful.
Oddly, under DOS 3.3, mouse control fails on games like ABM, Galaxian
and Apple Invaders. I get normal mouse operation in the GS finder and
with a ProDOS 8 Applesoft program.
Of course, I can't rule out operator error. :-)

I would try and change the settings in the GS keyboard control panel, if
only I could get to them!
I should also mention it is using a lot of CPU time, Activity Monitor
says +100%, and the mini's fan is blasting.

I think the default Preference for CPU has the speed control unchecked.
Setting it should reduce CPU consumption.

With the speed control unchecked, CPU use rockets to 180%!!
with speed control on and running at 1Mhz, CPU use is down to 94-99%,
before it was 100-110%

It seems to have done the trick, no more flying cursor, again many thanks.
I know why, using Sweet16 this morning and it started again, but
switching the OSX keyboard settings from 'British' to 'US' and it
doesn't happen, the key repeat problem only happens on non-US keyboard
settings.
Sweet16 2.1.1: problem resolved.
