problems updating with package manager

Hi, I'm trying to update using the package manager. It said
"Directory isn't writable, use ~/.xemacs instead?" and the first time
I said yes, but then it bombs on autoloads being already loaded, so
then I went in and deleted the packages dir and file in .xemacs and
changed all the files in /usr/lib/xemacs to have group wheel and be
group writable (I'm already a wheel in my user acct) but now when I
try and run it it still says dir not writable as above. I've tried
'touch foo' in /usr/lib/xemacs and it lets me create the file. So,
what "Directory" is it talking about?
