You can tune at compile time what features to build in, so it
can be made very small. You can't get much more portable either.
Do you know of any software with as wide a list of supported OS?

Portable for Windows Xp?

You can try Scite, open source available for Windows and Linux.

Not sure what you mean by portable but if you want a good versatile
