From what I've been able to glean they're all down, with the exception
that spam is getting through to some people (how that works I don't
know).

In some cases mail sent to ieee.org addresses generates a bounce
notice, and in others it does not.  In all cases that I've sent test
email from other accounts to my ieee.org address the mail did not
arrive and I received no bounce notice, but I've been forwarded bounce
notices from other people that tried to reach me through my ieee.org
address.

So, basically, it's fubar.
