The point of my earlier bit of flippancy is that no-one knows that
information, and if they did, they aren't allowed to tell you. So pick
a date on the calendar: your guess is as good as mine or anyone else's.

As far as the online training, the same place you get you online
training for 10g Express edition: oracle.com

Unsubstantiated rumor, inuendo and hyperbole says there won't be one
until 11gR2.

That would make sense. What would be Oracle's rush? The very best
parts, IMO, of 11g improvements have nothing to do with what the
Express Edition is allowed to do anyway. For the foreseeable future,
using 10gR2 XE or purchasing 11g are more than enough options for the
marketplace.
