Wanting to install 10G or 11 onto a windows 2003 server now with a
view to upgrading to 2008 server by year end.
Will I need to re install oracle if I upgrade the server?

Can I get away with an OS upgrade?

I don't think you need to reinstall Oracle with OS upgrade provided
that Oracle release is certified on the new OS release (you might need
to apply appropriate Oracle patchset before OS upgrade to get a
certified combination.) Didn't try it myself though, so take my advice
with a grain of salt and test yourself. My Oracle Support's Certify
section has complete information on supported OS/Oracle version
combinations (10.2.0.3 and later and 11.1.0.7 are certified on Windows
Server 2008 and are the minimum patch levels for fresh installations.
That is, you can't install 10.2.0.1 or 11.1.0.6 on W2K8.)

Of concern to me is that looking on http://www.oracle.com/technology/software/products/database/index.html

11.1.0.7 is marked as windows 2008 No mention of 2003 or earlier.
11.1.0.6 is marked as Windows ( I would assume 2003)

10.2.0.4, 10.2.03 are marked as Vista and 2008
10.2.0.1 are marked as windows.

Now the difference does appear to be a patch from the …lower version
to … higher. But there is no mention in the URL of backward
compatibility.
I guess further support details are is in the readme if you get the CD
or once you download it. Would be nice if there was more info on this
screen to prevent wasting both my bandwidth and Oracles.

Since 11.1.0.7 is patchset on top of the base release (11.1.0.6),
which is supported on 2003, you can install it on this platform (if
base release is certified on certain platform, all patchsets are
usually certified, too.) This means that you can safely install
11.1.0.7 on 2003 right away, no need to install 11.1.0.6 and then
patch to 11.1.0.7. However, base release is incompatible with 2008 and
will not install, hence separate download. The same applies to 10.2.
