Hum, I not seeing the issue of using the nav pane.
I generally double click to launch an object, and in most cases (very often)
use the long time ctrl+Enter key to open an object in design mode (cannot
remember – think I started using that option way back in 97???)
As for opening forms maximized? As a general rule all forms in view (or
design) mode are maxed. IN fact I started to much prefer this setup. I not
sure if this is due to the huge market swing in so many people using Firefox
and tabbed browser, or just the realizing that spending half my day
re-sizing and moving and shoveling windows around is simply a waste of time.
So I always in the past quite much worked on forms in design mode as
maximized. Now with tabbed interface, I am starting to like it better than
window mode. The form always opens maxed, and I have the property sheet
docked to the right.
I also suspect me using tablets and smartphones during an increasing portion
of my day also might much reflect the consumers who are choosing the Firefox
UI and that of just the general marketplace going away from shoving and
having to move windows around all day.
However, if you looking for the "previous" experience, you can flip Access
back into "window" mode. File->options-current database
Then on Document Windows options, you have the choice of overlapping (what
we had in the past), or the new "tabbed" documents.
I not sure why when you double click on a object it does not launch. I do
assume that you hold down shift key to prevent all your startup code etc.
from running and including the settings you have in startup that would
interfere with typical development mode.
Last but not least, I give some tips to "tame" the navigation pane for those
attempting to get up to speed with this newer UI here:

Of course, you seem to suggest this is only occurring on one pc? Perhaps
they re-configured windows for "assisted" mode or some such? (but this being
limited to one computer suggests some other setup in windows that might be
the problem here).
