It is definitely "mainframe only" (i.e. DB2 for z/OS; it isn't clear for
which release).
And (imho) it doesn't offer much added value over the catalog info in the
official documentation.

which offers (free) downloads for DB2 System Catalog reference tool for:
- DB2 LUW 8.2
- DB2 LUW 9.1
- DB2 z/OS v8
(and, for those also working with Oracle, a Data Dictionary tool and a
number of PL/SQL related tools)
