Implementation/Framework for Elman/Jordan nets?

Hello,
I'm planning to use Elman/Jordan ANNs for a weather forecasting project. Before I set out implementing the nets myself, I'd like to ask whether anybody knows about a C/C++ framework implementation which already exists, perhaps in the style of FANN/lwn. I've found "Encog" [0], but that seems to be a Java/C# only solution.
