Where I work for the State I end up in some pretty weird situations
where agile is just not understood. Inspired by Joe's people
presentation, I have tried to contrast our culture with traditional
management.

Would that work as a crb talk?

I'm for this one too.  I like the idea of addressing how dev concepts break or fail to translate in practice... that seems to be happening in our shop at present.

Go for it. It is a real challenge to not talk past or panic
stakeholders. I hope I can show some perceptions we developers
totally miss by contrasting our values to theirs.
