CakePHP dev needed for a quick code review

I'm looking over some outsourced code for a client, and some of the
CakePHP stuff is a little beyond my experience. I know there are
problems with the code (I presume one doesn't go around setting up
has_many associations in the controllers...) but the exact severity is
hard to figure out.

Anybody out there with some real CakePHP experience who has a spare
hour or so to make some beer money? The goal isn't to fix the mess,
just decide whether "send back for rework " or "sack the devs" is more
appropriate...
