Oh man do I want to try this out.

Looks like a piece of cake to build, 9v and current limiting to 1-2 mA.

Hmmm... I guess the fact that the military uses it on solders isn't a glowing endorsement in my view.  They have a large always replaceable pool of subjects. Try it on many, if it seems to work on a few that's fine for them. The side effects... Not a problem. Many more recruits where they came from...

Yes Dan, but you are missing that it is usually ill-advised self-experimentation gone horribly wrong, on shady military grade research, that results in the production of super-villains /superheros. I don't really care which I morph into, as long as I can call myself Doctor Dangerous.

In addition to the frightening military applications, the effect is also used to treat some neurological disorders.

Let's do it. Scott so glad you volunteered. 
A small variation. We rub your head in a mixture of goat, chicken and Lizard DNA before throwing the switch. I am sure the goat and lizard are obvious, but to be clear a bit of chicken DNA is good because super hero/monsters are cooler with a bit of feathers. (Little known but proven fact..)

I have jumper cables. I'll be right over..
