The disruptive power of open data needn't be seen as a threat to companies a=
nd government agencies, argued Gavin Starks, chief executive of the Open Dat=
a Institute.

"Part of the nature of open data is that it's transformative," he told Wired=
.co.uk. "The nature of transformation is that it's also disruptive. There wi=
ll be certain businesses, certain ways of doing things that will change."

The Open Data Institute is a government-funded centre of excellence, based i=
n London, that focuses on incubating and nurturing new businesses wanting to=
 harness open data, engaging with the private and public sector with regards=
 to how to make the most of open data and promoting standards. It was first a=
nnounced is George Osborne's Autumn Statement in 2011, but only opened in Oc=
tober 2012.

Starks argues that a big part of the Institute's remit is to encourage peopl=
e to engage with the open data movement -- just as they did with the launch o=
f the web -- rather than ignore it. "Change doesn't mean that the sky falls,=
 although there are lots of people who use that as an argument," he said.

In the four weeks since its launch, the ODI has already made significant pro=
gress. There is a team of six and job ads out for seven additional roles. Th=
e institute has a three-part mission, which includes unlocking data supplies=
, empowering people to use open data and incubating businesses.

There are already three startups embedded at the ODI -- Mastodon C, Placr an=
d Locatable -- who are working on developing business models around open dat=
a. According to Starks, one of the startups has interrogated the data and fo=
und a potential saving in the health sector of between =C2=A3100 and =C2=A32=
00 million. ODI has also held a number of hacking events, including one usin=
g health data, as well as a schools "innovation day". It is also working to c=
reate data-driven artworks to help bring to life what might be perceived as a=
 dry, inaccessible topic.=20

One of the key challenges for the ODI is maintaining focus: "We are a startu=
p and there is a lot of latent demand, but we need to focus on doing a few t=
hings well."
