I shifted from Windstream to Insight. Cable is generally faster. With DSL your location needs to be as close as possible to the telephone line... you can lose a lot of signal if it has to travel a long way to your end location, plus other signals may interfere with the speed, so you can end up with a much slower connection than under cable.

Not only close to the telephone line, but your equipment has to be within a fairly short distance from the switching center (either the central office, or a remotely located switch). When I had my land-line telephone installed, I asked the lineman about the possibility of DSL. He responded with a big belly laugh, and said that there was no way possible, given my location. As a result, I'm on an RF microwave link for internet service, which I've been generally pleased with [1].

we use Windstream at my office. Unequivicably aweful; slow and unreliable.
You can only really get the speed they claim if the cable is outside the
switch, running downhill, with the wind at its back.
Customer Service at windstream is non-existant. We have an fcc complaint
pending.
Insight of coarse is aweful (soon to be Timer Warner) in alot of ways, but
their internet is faster and more reliable; but a really really aweful
company. Their techs are horrid and don't let them do any installation
work under any circumstances.

I have actually had pretty good service from Insight. Issues have been rare, and they have responded to them promptly. It might just depend on who you get. Or maybe I am just lucky and have not had to call more than a handful of times. And, they never touched anything on my side of the cable modem…

They botched an installation job at my mothers house really badly. Of
coarse that isn't always Insight, alot of the time they will use
contractors for installation jobs.

(slowly and aggravatingly), but I subbed in an old Verizon model
without a problem. I've had a handful of outages over the years, but
only required external home service once when I wasn't even receiving
a dialtone. Their CSRs seem no more or less knowledgeable than any
other ISP I've used (are the lights on? can you unplug it for 30
seconds?), and they're reasonably courteous. I've always received the
speed advertised and once they even converted us to a faster plan at
the same price--I think they raised their floor.

I wasn't aware Windstream would do DSL without dialtone. They don't seem to do that if you use a 3rd party ISP with their DSL (which is what I've currently got; turns out their 12 Mbps service really syncs at 14.9M... but wow I could badly use more than 768K upstream...)
I sorta wonder if I'd be able to get QX's WiMax way out in Hamburg.

Sorry, not dry loop. Just no long distance phone service. They used to
call it Green Streak service (unbundled). Still have a dialtone; I
think they claim it's necessary for 911. I should press them about
that.
In the past I've had to call it "dry loop" to get CSRs to figure out
what I want (DSL without phone service).
Looking at their site now, they list $40 for 3Mbps, $42 for 6Mbps, and
$45 for 12Mbps. That's some upsell, that is. I'd want some guarantees
that the prices aren't going to change.
