I can think of lots of gadgets to do the opposite (mobile device
source streaming over IP to audio output), but not many for the
direction you are looking for.

Would Bluetooth A2DP do what you wanted? I've never been terribly
pleased with Bluetooth for... anything..., but if your range
requirements aren't that long you can get 3.5mm->A2DP appliances for
well under $100.

If you don't want a DIY project, get an Apple Airport Express (maybe a
used one). It's a wifi AP with a 1/8" audio jack.

I'm pretty sure their Airplay protocol's been reverse engineered if you
want to stream audio from something that isn't iTunes.
