I don't think there are specific options; maybe the admin of that
product can help you with an export of the data.

There is no way in the UI, even for administrator, to achieve this.

I'm not sure what you are referring exactly with "hosted labs version of Code Review", I guess you mean codereview.appspot.com? Deploying your own instance makes you the administrator of the instance, so you can manually edit the database yourself.

I did modify the database manually in the past for very specific issues but that has been infrequent enough that nobody implemented a feature to transfer a CL ownership. Downloading the patch, applying it locally and creating a new issue achieve something "close enough" for most of our needs.
