Some people are having issues using Firefox on Linux with the embedded player.  It is a flash application and I just checked the settings and the bitrate is not settable.  Others are having no issues.

Nope, it's not just you. The speed is way too fast (Chipmunks is an
accurate description). Tried it under both IE and FireFox (under XP
sp2).

Flash players have problems with certain bit rates.  Download the file to your local player/reader/whatever and it should play fine, unless you also use Flash to play files locally.
