Sorry to be That Guy, but would it be reasonable to extend the talks/pre-confs proposal deadline a few clicks to allow anyone who might still not have power, running water, etc., time to recover a little longer and get a proposal in?

It is reasonable. Our motivation however is to avoid *gaming* the
system by having people submitting proposals after they fail/are
unable to register. Is a week a reasonable time frame.

Nope. You didn't miss anything. My point is we learned from last years
experience. A healthy chunk of proposals came *after* registration.
Our goal is to avoid this for 2013.

Power is understandable, but running water? Picky. Picky. Picky.
Although I will admit that once upon a time, when I lived it an apartment where I didn't pay for water, the thought of putting a pelton wheel in the tub did cross my mind.
