Cloud as economic stimulus

I have an interesting dialogue ongoing with some folks at government, around ideas for possible areas for technology investments, with a view to economic stimulus.

 

What about Cloud as a candidate for this? Any thoughts/research on this? Maybe it could provide free IT to start-up firms, maybe a catalyst for developing new apps etc.
