please update libtool in cloog

Hi folks. cloog-0.17.0 has libtool-2.2.6b. Can you update it to
libtool-2.4.2? This is the version in use by e.g. mpc-1.0. The older
libtool does not support the --with-sysroot configure option, which makes
it between difficult and impossible to hermetically build cloog against gmp
and isl libraries not installed in a system-wide location.
